Group managers see 'Customise Featrues' in Group menu but get Permission denied when trying to do same.
This has been a problem for some while. since it breaks the behaviour of atrium from prior to (?) 1.0/(someone thought it was 1beta8 that last worked properly) it becomes more and more obvious as group admins (members of a group with the manager role) no longer have the ability to do what the did before.
This became an issue for us (with numerous instances and many groups) as we added features (folders and ideation). But even in a fresh, clean install (1.3) it obtains.

With php running as fcgi (apache mod-fcgi).
Older instances behave as expected.
